Turnkey Supplement Manufacturing vs Formulation Only: Which Fits Your Brand
What to know
What turnkey supplement manufacturing and formulation only each cover, what you pay, who you call when a batch is late, and which path fits your brand.
By Victor Yoon, CEO
We get asked some version of this on almost every first call: do you just do formulations or can you make the product for us?
We offer both, so we don't need to steer you either way. Most articles on this topic come from companies that own a plant and want to fill it. This one lays out what each path covers, what it costs, and who carries the risk, so you can pick the one that fits where your brand is now.
What turnkey covers
Turnkey means one company takes the product from idea to finished goods. With us, that covers:
- Formulation: the ingredients, their forms and the amount of each per serving
- Sourcing the raw materials
- Manufacturing through our preferred network of manufacturing partners, including liposomal partners, with each format placed with a partner set up for it
- Packaging and labeling
- A finished, labeled product delivered to you
You approve the formula, the label and the artwork. We coordinate the rest and keep you updated on where the project stands.
What stays with you: the brand, the marketing, the claims you make and the sales. As the brand owner, you also keep responsibility for the quality of what you sell. FDA's cGMP rule for supplements, 21 CFR Part 111, doesn't stop applying to you because someone else makes the product. A SupplySide column on own-label distributor responsibilities explains how FDA inspects brand owners who outsource. Turnkey reduces your workload, but those obligations stay with you.
What formulation only covers, and what you take on
With formulation only, we build the formula and hand you a formula document, the specifications and ingredient sourcing notes. You take them to the manufacturer of your choice.
After the handoff, these are yours:
- Finding and vetting a facility, including its GMP certificate and inspection history
- Sourcing raw materials, or agreeing who sources them
- Testing raw materials and finished product, and reviewing the results
- Packaging, label artwork and label review
- Managing the timeline, and deciding whether each batch is released
That is a real list. Brands that already have a manufacturer handle most of it every day. For a first-time founder it is a part-time job. Our guide to choosing a supplement manufacturing partner covers how to vet a facility, what to send before the first call, and the contract terms to watch.
Cost and cash flow side by side
| Turnkey | Formulation only | |
|---|---|---|
| What you pay us | Formulation plus production, quoted per project | Formulation fee only |
| Formulation fee | Included in the project quote | On paper from $1,500; powder development starts at $3,000; other formats quoted per project |
| Production costs | Quoted through our partner network | Set by your manufacturer |
| Payment terms | 50% deposit, 50% before shipping | Your manufacturer's terms |
| Who sources raw materials | Us | You or your manufacturer |
Formulation only costs less up front. You pay for the formula, then negotiate production separately. Turnkey asks for a larger commitment at once, but the quote covers the finished product, so there are fewer surprise invoices from separate vendors along the way.
Production minimums apply either way. Our custom formulations page lists minimums and estimates by format for turnkey projects. If you go formulation only, your manufacturer sets its own.
Control, speed and risk: who you call when a batch is late or fails
With turnkey, you call us. If a batch is late or fails testing, we work it out with the partner facility and come back to you with what happened and what's next. You don't need to know who to call at the plant.
With formulation only, you call your manufacturer. You have a direct line to the people making your product, which some brands want. You also handle the problem yourself. Your formulator isn't part of that relationship unless you bring them back in.
On speed, production through our preferred partners typically takes 4 to 6 weeks for capsules and tablets, 6 to 8 weeks for gummies, and 8 to 10 weeks for powders and liquids. Other formats are quoted per project. With formulation only, the timeline depends on your manufacturer's queue and how quickly you line up materials and packaging.
On control, formulation only gives you the direct relationship and every decision. Turnkey gives you fewer moving parts and one contact.
Which brands fit each path
Turnkey usually fits:
- A first launch, with no manufacturer relationship yet
- A line that spans several formats, such as a capsule and a powder, which may need different facilities
- A small team that would rather spend its time on sales than on vendor management
Formulation only usually fits:
- An established brand with a manufacturer it trusts
- A team with someone who already handles quality, testing and label review
- A brand moving off a stock formula that wants to keep its current production setup

Switching from one path to the other later
You aren't locked in. Brands move both ways.
Going from formulation only to turnkey is simple. Bring the spec, and we review it against what our partner facilities can run. Some formulas need adjustments to suit a particular facility's equipment.
Going from turnkey to your own manufacturer depends on one thing: who owns the formula and the specifications. Ask any turnkey provider, including us, before you sign, and get the answer in writing. You should also know what documentation you'd receive if you moved production.
Five questions to decide
- Do you already have a manufacturer you trust?
- Does someone on your team know quality systems and label review?
- How many formats are you launching?
- Would you rather pay less up front or manage fewer vendors?
- When a batch is late, do you want to make the call or receive it?
If most of your answers point to one contact and a finished product, turnkey is the likely fit. If you have the production side covered and need a formula worth making, formulation only is. Either way, book a call and we'll scope it with you.
FAQ
What is turnkey supplement manufacturing?
Turnkey means one company handles the product from formula to finished goods: formulation, sourcing, manufacturing, packaging and labeling. Some turnkey companies own a facility. Primonutra coordinates production through a preferred network of manufacturing partners.
What do I get with formulation only?
A formula document, specifications and ingredient sourcing notes. The formula lists each ingredient, its form and the amount per serving, and you can take the package to any manufacturer. Sourcing, production, testing and packaging are then yours to arrange.
How much does supplement formulation cost with Primonutra?
Formulation on paper starts at $1,500. Developing a powder formulation may cost about $3,000. Other formats are quoted per project. Turnkey projects are quoted as a whole, including production through our partners.
How long does turnkey supplement production take?
Through our preferred partners, production typically takes 4 to 6 weeks for capsules and tablets, 6 to 8 weeks for gummies, and 8 to 10 weeks for powders and liquids. Other formats are quoted per project.
Can I start with formulation only and move to turnkey later?
Yes. Bring your spec and we'll review it against our partner facilities. You can also go the other way, as long as your agreement is clear on who owns the formula.
